【摘要】改革開放以來，我國的城市建設和發展步入了一個新的

時期，城市正處于一系列激烈的社會經濟變革之中。城市規劃好比

是城市的大腦，一個成功的規劃，能夠使城市煥發青春活力；建設

是城市發展的基礎，是規劃和管理工作的具體實施；管理是城市發

展的保障；城市規劃、建設、管理是密不可分的統一體，是一門綜

合性極強的社會系統工程。三者只有彼此兼顧，互相促進，城市發

展才能步入協調健康有序的良性循環軌道。
